Why this happens

An exchange with a matching engine crosses two overlapping orders the instant the second arrives. This network has no such engine: a maker's order is an offer to swap, and a swap begins only when a taker chooses it. Two makers who happen to quote overlapping prices never trade with each other.

The taker who does act is running two atomic swaps, one against each maker, each with its own confirmation wait. The figures above are what the snapshot shows, not a guarantee the second order is still there when the first leg settles, and they are before the fees of both swaps.
